A Variant on the Stimulus Check Idea

From what I could find on the internet, 60% of the retirees in the U.S. live on fixed incomes above the Social Security level. (Pensions, etc).
I would think that none of these folks should be hurting from the pandemic effect on the economy--including myself.
Although it sounds a little harsh, why, then, should these folks not be excluded from any pandemic stimulus checks??
