Governments
I agree that adding advantages (or disadvantages) to different types of governments could encourage more roleplay and effort. My suggestions would be something like this:

MONARCHY: the ruler will choose an heir. This heir gains the benefits of their battle rank regardless of their current XP (they must still level to gain the rank's benefits permanently).
AUTOCRACY: the ruler can choose to claim the reward of one of his subjects' challenges or raids once per season (captivity clause applies). The subject can choose to roll a die against the ruler (utilizing rank) to determine if this is successful.
OLIGARCHY: particpants in an oligarchy can call upon their same-island allies to assist in any battle - even dice rolls - once per season
DEMOCRACY: the elected ruler can veto/re-arrange the terms of one challenge per season for either themselves or their same-island allies. This is just a change in terms; they cannot reject a challenge in its entirety.
ANARCHY: no perks

Allies in Dice-Roll Battles
See above, but I also think this is a good reward for contests if preferred.

Chance Board
I love this idea, but maybe make it so that the higher the reward, the higher the risk. it could both add to RP potential (providing negative outcomes that can further character development) and prevent the board from being too abused/powerful, while still providing useful benefits.

IE: A mare can roll for a chance at twins next breeding season...but there's also a chance that she could roll a stillborn foal instead.

Steals
Unfortunately, I'm just not a fan of re-implementing steals because I agree that they were subjective and tended either to be too easy to solve, or too vague and thus hard to judge whether they should be successful or not.

Perhaps some features of steals could be implemented into the newer and more streamlined systems? (ie: allowing escapes to be posted anonymously, but requiring a certain number of clues be given to help determine the identity of the escaping individual)

Duplicate Names
One word: PLEASE!!! As with many others, there's multiple names I've stumbled across and wanted despserately to use but been unable due to prior use. I think as long as the player of the old character has quit/is inactive, or the active player does not mind, we should be able to work out a system where names can be re-used without confusion.


Final suggestion

No one wants to hear this, and I didn't really want to suggest it... but the activity on TLI has dropped since the new territories were added, and now characters are spread more thinly. It may be time to considered removing at least 2 of them to encourage more activity from leaders, and to condense the characters so that they have more RP opportunities <3
