Governments: I definitely do feel like governments are under-utilized in the game but I'm not sure if it's because of lack of incentive or because it can be hard to 1) get everyone on the same page, plot wise, and not have it end up a tangled mess, and 2) get the community active enough to sustain certain types of governments. I like the idea of each government type having a certain bonus, and it might help if each bonus was somehow related to the type of government and its structure/distribution of power.
Like maybe islands under a monarchy have stronger alliances between the herds, and so they get to call in an ally for one bonus turn during RP battle (on top of the one that's already provided) or have an ally fight a dice battle for them (which could tie in with the next topic), both of which could only be used once per season and would not carry over to the next season (so you couldn't build up "free passes" and then have like 5 battles fought for you, that would just be lame).
And the ruler of an autocratic island gets one free pass per season to force-claim multiple characters from a common space (as it is in the rules, only one character at a time can be force claimed), because autocratic leaders are more likely to take things by force/as they want them?
I'm not sure what kinds of ideas could apply to the other islands, those are just some broad suggestions.

Allies in dice roll: I do like this as well but agree it should be limited in order to prevent misuse. I like the idea of winning it in raffles/a contest/during chance rolls (see next topic) so that it's hard to get and highly prized.

Chance Board: what if it was also used to give out perks? Like once or twice a season, a player could roll for a chance at getting perks (triplets, fully customizeable foal stats, a bonus free full dodge in an RP battle, calling in an ally for a dice battle, calling in an ally to block a steal). The key word being chance of course, if it was granted every time that would ruin the fun of using it :P players could also use it to let chance decide things about their characters/their characters' stories/etc).

Steals: Steals are sooooo much fun but there is a lot of subjectivity and it can get messy. My two cents on some potential rules for steals if they are brought back is:
- Limited on either a weekly or monthly basis.
- Limit on the number of characters that can be stolen at once. I think 2-3 U>or no more than 1/4 (one quarter) of the total number of herd members not including the leader (cause they can't be stolen anyways).
- if a steal is a success, the character that was stolen from wouldn't be able to challenge for or try to steal back their former herd member for 1 or 2 seasons, or 1-2 months from the date of the steal.
- only leaders, co leads, or sub leads can block a steal, regular herd members cannot.

I also have questions like...
- Can co or sub leads be stolen?
- Can someone attempting to steal from a herd with a sub lead try to steal from both the main herd and the sub-leader's herd? Or can only one be targeted at a time?
- Can a co or sub lead block an attempted steal from the main leader's herd, or only steals from their own?
- What happens to a sub/co lead's herd if they are successfully stolen? do its members have the option to stay in the territory and join the main herd, or are they then free to go elsewhere? should there be a grace period of some sort where they're required to stay, but after that they are considered free?
- is a herd leader's mate (who is neither designated as a co or sub lead) able to block steals or not?

As for how they'd be done - you could have a separate steal board, and then have it so that steals have to be stated directly on the board. So like, if Bob wants to steal Sue from Joe, Bob's player would make a post on the Steal board that says "I am attempting to steal Sue from Joe" and then if Joe doesn't answer by X date (maybe 3-5 days after the post is made) then the steal is considered a success. I get this is really similar to raids, but it's also not because raids require the effort of writing a whole post where this is short and sweet and to the point.
You could also have it so that steals are similar to raids in that a post needs to be made, but instead of replying to an already made thread, Bob's player would have to make a whole new thread in the home of the character(s) he's trying to steal and write out him sneaking into the territory and discreetly trying to take the targeted character(s) away.
Or blend the two and just make it so Bob's player posts directly on the herd board and says "hi i'm trying to steal Sue" and then if after 3 or 5 days go by with no reply from the leader, the steal is a success.

Duplicate names: all I have to say is...... pleasepleasepleasepleaseplease let us use duplicate names LOL.
In all seriousness, I think it wouldn't be a problem as long as there were basic guidelines.
I definitely think that making it so only the names of inactive players would help.
If someone wants to use a name that's already been used by an active player, they should get permission.
Names of dead characters should be free for the taking unless the player of the dead character is still active, then any new player wanting to use the dead character's name should get permission.
Also yes, I think having them marked as "originals" or "duplicates" or what have you would be beneficial too.
