How does tire selection/distribution work for Oswego & ISMA supers? Are teams allowed to use durometers to measure rubber hardness?

I saw an announcement that PASS is no longer allowing teams to use durometers for tire selection. I assume this includes NESS supers.

How much does hardness vary in Hoosier supermodified tires (within a tire and from tire to tire)?
