Seems this will never happen. Illinois supreme court has already said it was constitutional for city to have a residency claws. Unless our Union fights for it, just as hard as they did for COVID I won't be holding my breath.

Again vote out entire board, bring ballots and vote together. You officers have no other better thing to do but demand this from the mens
