What is that thing?

I noticed this on Justin Thomas, Scott Sch., and Ian Poultar.

They have black tape or support on their left bicep just under the length of their shirt. It looks like a rubber band about 3/4 of an inch wide.

Anyone know what it is and what it is suppose to do?
