First I want to thank everyone for responding! It was good to hear everyone's feedback and I am excited to announce that this feature will be coming soon to the Discord. As we work to implement this new feature, I wanted to take the time to address a few concerns and notate a few tweaks.
Per Kiwi's suggestion, the form will be updated to also include the area(s) the rumor is most likely to be prevalent in. Additionally, per Six's suggestion, there will also be an option to include a link to the thread in which the rumor originated.
We also know we have players that do not choose to use Discord for understandable reasons as color pointed out. The decision to propose this feature as a Discord only option for now is because of the speed with which it can be moderated. We want to make sure that any rumors that are posted that players are uncomfortable with are removed quickly. This is most easily done via Discord, which most moderators have available on their phones or close at hand on the computer. This decision can be re-evaluated later once we have a better feel for how the board will work and be utilized within our community.
