All companies go on salary diets

Maybe centralized marketing with more experienced people is a much more economical way to increase viewership than paying locals salaries to accomplish those goals. Company goals isn't to keep people on the payroll, its to make profits. If the local marketing people aren't increasing viewers enough to pay ten times over their salaries, maybe they're a waste of money better spent on more effective talent elsewhere in the company. In most companies, middle managers are targeted because they don't contribute much to the bottom line. Especially if they're statutorily-protected employees and can't be fired one at a time. With creatives usually funded on soft-money, how can you prove performance, anyway? I bet most ad and promotion departments are revolving doors anyway. The critical workers are those who produce the content, anchor, or maintain the facilities. Everybody else must prove their worth and if they don't, they're funded on soft money!
