The mandatory payouts also go by another name called "Force-outs" and there's a reason, because the pari-mutuel regulations require that at the end of a licensing period, meet, season for a track or fronton, any monies must be paid out from a carryover jackpot before the end of the meet.

This usually happens on the last day of the meet.

Florida has a requirement for tracks and frontons that all monies must be paid out by the end of the fiscal year, June 30th. So say if a horse track had a meet from May through August, come June 30th the track is required to have a mandatory payout on June 30th, then on the next day of operation, the jackpot starts all over and would then be paid out the last day the track operated in August.

Magic City (until the casino was sold) operated Jai-Alai under the license at Flagler (which was converted from a greyhound license to a Jai-Alai license) and also had some short meets that operated under the Edgewater license. So whenever the dates for either the Flagler license or the Edgewater license ended, any Jai-5 (P5) or Mighty Ocho (P8) jackpots were paid out on the final day.

Since the sale of the casino at MC, the Jai-Alai is not operated by the new owners, but the Savin group which includes I believe some of the former family members of the Havernicks and possibly others, not sure. They have been operating the pari-mutuel games under just one license and thus there have been fewer "Force-Outs."

Also, lotteries are games of chance and there is no meet or season for them. In addition you will see many of the tracks across the country have a Force-Out of jackpots on the last day of the calendar year they are open. The Force-Outs are very popular with gamblers across the country and bring in a lot of extra handle on those days, not just on the Force-Out wagers, but also on wagers on other races too.
