President Ryan sent a letter "for clarification" since the motion to declare it a rival organization was approved by the EB. From there, it wasn't necessary to hold a trial and the trial board strongly considered the decision of the IAFF President since there wasn't anything else presented. The entire thing could have been handled by the EB once this letter was in the hands of L2. Reasons no one will know why it wasn't done this way except those that made the decisions at the time.
