I agree with Kieran. Tho I can sympathise with the idea that some questions take longer. It's probably too complicated to suggest a model based on chess - you get an allotment of time for so many moves and its up to you how much you use on any one move - tho that would be the fairest way to do it. And I agree that, on a passover you should be ready to answer pretty quickly. Though that depends on how long your opponents took. A quick blurt doesn't really give much time to confer. We could always suggest that QMs should give a warning after a minute or so and then you have 10 seconds to answer or lose the question. Maybe that would give the flexibility we need without straining people's patience too much
