Re(1): Eligibility Requirements for Asylum Status

Watching the lively back-and-forth between Chuck Todd and KellyAnne Conway on this morning's "Meet the Press" on the subject of the crisis on the Southern Border (See the 4min5sec point in the below site: https://www.youtube.com/watch?v=cpRmbqiE9UE), I was reminded of the above post.

Using the criteria as outlined in the above post and as further discussed in the below-linked Amnesty International article, the crisis on the Southern border is not an asylum-seeker crisis, but a migrant crisis--in that the crisis is not based on government persecution-type actions against the individual.
Both of these situations are indeed crises, but it looks to me like the latter should be handled on a different basis than the former.
For example. When an "asylum seeker" is apprehended at the border, it seems to me that it could be determined at that time whether or not the individual is a bona fide asylum seeker, based on the stated requirements defining an asylum seeker. If the individual's stated reason for seeking asylum doesn't meet those requirements, then he could be immediately handled as a migrant seeking help and not put on an asylum-seeker waiting list.

[By the way. Watching this show, I realized how partisan Chuck Todd is, in the same way that Hannity is, on the other side].
