This is in accordance with the previous surveys about the Core.
From now on, the resident divine deity occupying the Shrine will have the power to overthrow the Kaiser and select a new ruler if there is an adequate reason to do so. Since the deity is admin controlled, this is basically the same as the admin overthrowing the Kaiser. An adequate reason may be that the Kaiser has been inactive for a prolonged period of time or there is a general OOC feeling of his having reigned for too long. At the moment there is no divine deity.
I want to encourage the Kaiser to take a step back from active politics. Although the Kaiser has the power to draft bills, it should really be the Chancellor doing this, with the approval and consultation of the Kaiser and the Ministers acting as advisors.
I also want to encourage the Government to hold more in character meetings in the Core while a bill is being drafted, and not simply for the players to meet up OOC via IMs to discuss it. You don't have to plan every detail IC but at least some of it should be IC.
Members of Parliament are encouraged to have in character meetings in which they can discuss what they want done, and then propose ideas to the Government, who will proceed to draft them.
The Kaiser is encouraged to hold regular elections and have regular Government changes. He is also encouraged to work with the Core - particularly the Upper House - to set up sitewide activities, such as the leadership challenge.
I want to emphasise the word encouragement; the above points are not going to be enforced at this time.
The Kaiser also now has the power to dismiss a single member of the lower house if the character has not made an IC post anywhere in Shaman for four weeks. He cannot dismiss active MPs, however; to do this he must hold an election and hope they are not re-elected.
In accordance with people's wishes, a castle has spontaneously appeared in the Core. Sections of the castle are open to the public as recreational grounds and as a party venue. Other sections of the castle are reserved as living quarters for the royal family and selected guests. If the royal family chooses to live in the castle, they cannot live in a territory at the same time. This goes for any member of the royal family, and the Kaiser does not need necessarily to be there. For example, as former Kaiser, Mallos has the right to live there if he wishes, whether or not Arthur is living there.
Anyone can enter the open sectors of the castle during the daytime for recreation. To book the castle for a party, the Kaiser must be consulted.
We are in the process of setting up additional dimensions other than politics. This is being done IC so will take longer. There is a vote going on on the Chat board which will add an additional political position.
The Kaiser is not going to be replaced by a President/Prime Minister and the position of Chancellor is not going to be voted for. The admin is not going to be involved (unless approached) in the process of selecting who plays the Heir, but if the selection process is grossly unfair (eg the same person who plays the Kaiser letting themself play the Heir repeatedly) then players of the Kaiser/Kaiserin may lose the right to be able to choose who plays the Heir.
We'll see how this fares for now. :)
