Saving money for a new highway building?

Since fire people like Shun and Adam and others, do their jobs for free, why can't our community payed lawyer be asked to do the same. If most firepeople volunteer up to more than 10 hours a month to help manage our safety, WHY can't we propose that the lawyer at our town hall meetings do the town hall meetings, only an hour or so, for free? The lawyer can charge when he is at the office doing relevant work. BUt why charge when at the meetings? Consensus?
