Also had an opportunity to read through this one. The intent here is to "handcuff" the State's EMS Systems from imposing discipline of wrongdoing. Despite the "table pounding" on this one, it will backfire. Project Medical Directors will risk their licensure if they don't have the ability to suspend without the red tape of labor organizations. By allowing members to function while a suspension is being appealed, the risk to the PMD's, Resource & Associate Hospitals, their employers will be too much if passed. You would see a max exodus from participating as a Resource/Associate Hospital participation if this passed. Expect it to fail as many large health care systems have lobbyists that contribute very lucratively to politicians.
