I really like these! I think they're balanced in terms of perks for different governments so we wouldn't expect every island to immediately go the same route for a 'better' perk. But I also think they're just different enough to actually inspire people to strive for varied governments on the different islands.
I prefer idea 1 for the Peak and Lagoon -- I think having a rule that would be implmented may get people more motivated to take part in the elections (I know I always forget) because their characters would have incentive to not have a leader ideologically opposed to them who will set rules that they refuse to carry out.
