These are hard truths, but no one wants to say them:
The reason Bucio is dead is because of the CPD. The tether between Bucio and his tender was severed by the police boat's prop. Had the line been intact, the tender would have been able to immediately rescue Bucio and begin treatment and he might be alive today.
The reason Plummer is dead is because his officer abandoned him in the vestibule as he was leaving during the emergency evacuation. The officer's own testimony stated that the last time he saw Plummer was on his way out the door. If that officer had done his job and made sure all his men were out before he ran out the door, Plummer would be alive today. Replies:
