This isn't the Daley or Emmanuel city council, there is chaos in city hall, 35th Street and in the districts. Talk less, listen more and pay attention. Chiefs are too busy having sex with their subordinates to run the department. The city council isn't much better. Have you read Nick Spasato in the newspapers? "They have the votes to do whatever they want, we can't do anything". Call down to 43rd street for an explanation of who "they" and "we" are.
