Page 26-27 “… expect that where the amount for a gift is included included in the cost for a luncheon, reception or similar event. The employee who freely chooses to pay a proportionate share of the total cost shall be deemed to have made a voluntary contribution”
The only time posters are mentioned is on p.13 where it says that ethics officers should promote good ethics by using posters.
The word solicitation appears 10 times in the document never mentioning employees but always elected officials. Under employee to employee gifts solicitation is defined as “asking for contract by personal communication or general announcement” this would bar collecting at roll calls but not an email from a union email address or a poster on the Union bulletin board. Both of which are protected communications that the city cannot govern.
