When you vote on a law, you are voting for the exact copy of the law as proposed to you by the Kaiser or Chancellor. You either accept the ENTIRE law as it stands or you reject it and propose modifications. If there is even one part of the law you don't like and want changed or removed you must reject the entire thing.
If people vote "I accept but I don't like this part" (which is basically the equivalent of 'maybe' and isn't a definitive answer), then part two won't be changed because only the accepted bill will become the law. The Kaiser can't have parliament cast their votes on a bill and then alter it afterwards - all alterations are done BEFORE parliament cast their votes. Therefore, if you want changes, you must vote to REJECT. Furthermore any bill which is accepted by parliament and the Kaiser must become the law. Therefore if the Kaiser proposes a bill to parliament who then vote to accept it, even if everyone changes their minds afterwards it must become the law and another vote must be taken to have it removed.
Also, it should go without saying that you can't change your vote once it is cast.
