Jim Tracy didnt do anything wrong. i understand he does great work. the problem is the way Webb Stevens bidded the job out. Stevens should of advertised in the builders exchange in syracuse and outlaying areas. instead he choose to limit the bids to the local area. this gives the impression he wanted to limit the bids for a better chance of his son in law's company to secure the bid.
