So far, no "breeding population" has been confirmed correct. But be aware, I asked about the definition of a "breeding population", and it seems to be a moving target. One breeding pair does NOT make a breeding population. It apparently requires "enough breeding pairs to sustain a sizable population". To get a wildlife agency to admit to how many that means is going to be quite the task.
