According to the Ontario Hunting Regulations Summary 2016, people in possession of a valid Ontario fishing license may legally harvest snapping turtles and bullfrogs (and only those species) in the Cambridge area, which according to the map falls within Wildlife Management Areas 87A and 87B. But the season only runs from July 15 to September 15, so those people were definitely in contravention of the law.
