The horse owner has offered to allow a second test. Mass Wildlife wants to use the USFS lab in Montana, which has shown a lot of bias to private researchers. The owner will ONLY allow a test by a non governmental, non biased mutually agreeable lab. Mass Wi8ldlife appears to not like that. Too much history of bias and denials.
