71% is an outlier for recent exams. Also the pass rate for the written paper is much lower now decoupled. A few years ago 90% of people passed the written.

Now the written is harder to pass, so the people sitting the oral exam are skewed towards the stronger candidates. You'd therefore expect the pass rate to be higher. It's like casemix innit.

You need to consider the combined pass rate for written and oral if you want to compare it to the old exam.
