Hi Bonnie;

They sound like sawfly larvae and not caterpillars of moths and butterflies from your description. Do you have a photo. My best guess would be Web-spinning Sawfly Larvae - Neurotoma fasciata until a see a photo. Record also the host tree species that they are on.
