Small Chinese shipping operations still aid N Korea. Russia also. As you know, Japan needs NG. Eva use it shut down some of its nuc plants, so they will buy it from Russia. So a pipeline through N Korea to S Korea then ship to Japan. So Russia needs covert operations so as to trust N Korea as they run a pipeline through their capital.
