News on “Social Security Fairness Act”
On Wednesday, the House Committee on Rules met to debate and pass a rules package for the consideration of several bills, including H.R. 6757, the “Family Savings Act.”

A few hours before the hearing, Representatives Rodney L. Davis (R-IL) and Garret N. Graves (R-LA) contacted the FOP to advise us that they intended to offer H.R. 1205, the “Social Security Fairness Act,” as an amendment to H.R. 6757 in committee. Representative Graves offered the amendment and Representative Davis, the sponsor of H.R. 1205, appeared before the committee as a witness and spoke strongly in favor of the legislation. No Member of the Committee spoke against the amendment and, in fact, 6 Members of the Committee are cosponsors of H.R. 1205.
The Rules Committee held one vote to consider the “Social Security Fairness Act” and two other amendments as one package. For procedural reasons, House and Committee leadership favored a “closed rule” meaning that no amendments would be considered in order and that the bills, including H.R. 6757, would have an up and down vote on the floor without considering any amendments to the bill. The amendments package was defeated on a party line 3-7 vote and as reported above, the underlying bill was passed without amendment.
