I do not believe Stormin' Norman belongs on such a list. The Air Force and Navy air had decimated the Iraq Forces before he got started and then in negotiating the peace hr allowed Sadam to remain in power (an retain air forces to harass his own people) despite the fact that Sadam started the war ny invading Kuwait. He, Powell, and Cheney failed to advise Bush properly and the rsult was another Iraq War.
