It depends in how you define "stopped."

South Africa which was developing the capability, voluntarily gave their nuclear program up. As did Libya after we invaded Iraq.

North Korea has a nuclear arsenal of at least ten's of warheads. The issue is do they have a sufficiently reliable delivery system to realistically threaten anyone outside their neighbors.
