This morning at the Bracebridge Ponds I found seven Halloween Pennants by the northwest end of cell 1. They were all flying low over the algae mats - two mated pairs flying in tandem and three single males which tried to break up the pairs a few times. They were too far out for my little camera, but the photos do show a female (lighter coloured one) dipping her abdomen down to the water as she deposited eggs. There were also many Widow Skimmers and Twelve-spotted Skimmers flying in the same area, but I never saw any mating pairs.
