John,
I have to say that I don't think that the implementation of tighter weapons control laws necessarily represents an infringement on an individual's second amendment rights, (See the string about nine posts down on this subject).

Is taking steps to help prevent a mass shooter from killing and wounding thirty six individuals in thirty two seconds (as happened in the Dayton, Ohio shootings) an infringement on second amendment rights?
Is the banning of 100 round magazines for semi-automatic weapons such an infringement?
etc., etc..
