John,
I don't think that the Democrats believe that they could ever get an Impeachment conviction in the Senate.
I think that they do believe that they will be able to dig up enough dirt during the ongoing Impeachment investigations being conducted by the six House Committees (Judiciary, Intelligence, Ways and Means, Financial Services, Oversight and Foreign Affairs) so as to prevent Trump's re-election in 2020---particularly since the Impeachment Inquiry process gives them much more power to prevent stonewalling by the Trump administration.
