Guess who'll neve make admiral. "Acting" SECNAV Modly's performance puts the emphasis on acting, which IMHO seems piss-poor. The CO's main concern was that the illness adversely affected his ship's readiness and he needed help beyond his crew's capabilty. Well, we all get passed over sooner or later.
