The above words headed up the below-linked troubling article in the July Issue of the Naval Institute Proceedings.
This caused me to google up the latest Navy Shipbuilding Plan.

It's a little difficult to sort out the bottom-line impact of a lengthy plan such as the one above, but the CNO's statement that he will focus on maintaining the readiness of the current fleet, rather than on new shipbuilding, until and unless some additional money comes along, is pretty straightforward.
