There doesn't appear to be a lack of a proper chain of command/responsibility.
This was a order down the chain to remove the authority of the head of the National Guard to act on the request for aid from Capitol Police.
No one denies the order was given.
No one has indicated who gave the order.
We need to know who gave the order - and why.
