This Doesn't Make sense

I just heard something on the news this morning that doesn't make sense---namely that a proposal is moving forward in the Congress to provide every family having a reported annual income of less than $150,000, with $,3000 per child.
[I checked this story out on the internet and found it to be true. (See below link)]:

I additionally found the following info on the internet about family incomes in the U.S.:
"..The average U.S. household income is $87,864, and the median is $61,937. Asian households have the highest median income -- $87,243 -- among all other races. Women earn a median income of $42,238 while men earn $52,004. Householders aged 45 to 54 have the highest median income among all age groups at $84,464.Feb 18, 2020.."

This means that more that half of the families in the U.S. would be handed out $3,000 for each child.
Even though this might be a one time payment for COVID Relief, it still doesn't make much sense to me.

Proposed $3,000 per Child for Families Making less than $150k Per Year
