I don’t think anyone knows for sure but in Dania’s case there must have been some type of ulterior motive in not jumping down the rabbit hole of some type of sham. Orlando and a few others had virtually nothing to lose by the sham and of course didn’t have the luxury of revenue generated by a casino to pay the bills. I don’t fault them but it was a sneaky move. Miami never resorted to the sham either even though it was evident as you pointed out they wanted out of the jai alai business when they secured a casino. I think if you go back to the original sham days if Dania and Miami pulled that stunt it would have severely altered their reputations and certainly would have been negative publicity for the new casinos. Miami had a lot less following at that time and attendance compared to Dania was nearly zero. Probably mostly due to the area. Pushback from a sham would have been far less severe for Miami but nonetheless they didn’t want that kind of publicity...at that time.
