You make good points, Ed. However, Washington and Kimmel knew the Japanese were up to something but they both felt it was something in the Philippines. Quite honestly Kimmel and Short should not be blamed for the debacle. -- the blame quite honestly resides in Washington DC and FDR and George Marshall are both recalcitrants.
