All: My grandfather, then-Major Robert R. Raymond, USMA 1893, Corps of Engineers, was tasked with designing the ingenious cofferdam within which the sunken hulk of the Maine was finally examined. The naval board concluded that the explosion was internal, caused by spontaneous combustion of coal gases, not a mine. The hulk was raised, and with a wooden bulkhead made seaworthy enough to be floated out of the harbor, and sunk again offshore, with all honors.
