This is just a migration adjustment.
The academic is wrong when he says "The Californians migrating to Texas are bringing their incomes to Texas."
No they're not. Texas is a low paying state... they'll work for texas wages and also pay less for Texas housing and energy.
People like the slower, less crowded Texas but their standard of living isn't necessarily lower. It might be higher for many because California is also flooded with homeless and low income people who can't make it on California's expensive economy.
He's spinning. I know several close people who went to California and left. THe actual affect to the state government on the left coast will be MIXED. They'd love to get rid of the low skilled people who go back where they came from.
