You must not be in news... the whole country has had trouble with the police who've turned military--especially in certain departments who have institutional management problems resulting in bad community relationships in those places. Like suburban STL, Oakland, Minneapolis, and other places the Justice Dept has investigated. Cops aren't well trained..they lack skills to calm people down which is why so many get shot. Most seem to be control freaks who use force as their first resort.
When cops yell into their camera's "Stop Resisting", their victims are not resisting ARREST, they're resisting the PAIN of being manhandled by rough cops who grew up from being schoolyard bullies. You can TRAIN them not to do that and supervise them better.
