That makes sense to cut expenses. Pay one station in the state to produce the news, maybe even Spectrum Channel 1, and rebroadcast it on local stations for a much reduced fee compared to the news budget. Most all stations show the same police VO's and PIO news release copy anyway. The station where I live doesn't even bother to take the copspeak out of police dictated reports before putting it on the news.
