Fillin time between commercials

Sounds like a promo to me. I've noticed in my dinky little market, they continue filling their news holes with more weather....cheaper than hiring reporters and photog teams. And for content they're making more pretend news which are really PSA's from news releases. Course theres not much news in small town America so what else will they fill the time with? They don't cover workplace or industry news, that takes staff to dig it up. And of course all newspapers today have few pages, so TV can't swipe this morning's newsppaper stories for 6pm. Are they really keeping viewers enough to pay for 4 news operations in town?
