ANY rating scheme will result with someone at the top and someone at the bottom, and we know this is nowhere near a "magic bullet". Hardly, given all the other tools (observational, statistical, etc.) that are available.

I'm not promoting this as a rating scheme, but, IF IT WAS ... what do you think of the proportional values?
