There is absolutely no need for a Brass Bill. This is especially true when you consider how "exempts" are chosen. If you are politically- or friendship-connected you too can be promoted by the wave of the wand into an exempt position. We suffer enough because of that system that has been producing incompetents for decades.
Now, they not only want to get promoted above their capabilities, performance, or education, they want to be rewarded in years of retirement for their undeserved positions.
Do the math - figure out how much an exempt draws out of the pension fund in retirement vs. how much they will contribute while working. As someone already pointed out - they will take tons more than they give. If an exempt can't make it in retirement based on the pension that the rest of us get, that is on them - maybe they need to spend a little time studying and handling their finances instead of suck-holing.
And this does not even get into the fact that somehow, someone, thought it was fair that an exempt's spouse should get 75% of their merit hack spouse's pension when they die - while your spouse and my spouse only get 50%.
