If by some miracle the arbitrator stuck it to the city, you can guarantee they will never go through that again. It would be a costly lesson to learn about failing to bargain in good faith

If the more likely scenario plays out, where there are apparent “wins“ for both sides, but overall the cities wins are far greater; they will NEVER bargain again. Why bother?
