This is what I was getting at.
In a Spec 9 game, we can go into a rotating 7-post playoff, where it is necessary to score the full game's number of points.
That can sometimes resolve to a rotating 5-post playoff for fourth, which is played to, you guessed it.
So, at every instant of that playoff, it was, in fact, absolutely necessary to score the full game's number of points.
And the correct meaning would be 'in most cases', or, more accurately, 'in all cases but one, it will not be...'.
