Those house edges I mentioned remind me of "The Godfather Part II", where Senator Geary is trying to shake down Michael Corleone for a nice share of the gambling profits in exchange for granting a gambling license.

It's as if he's saying, "We both know this exclusionary license system is corrupt, and a guaranteed stream of money for the operators, so let's accept that, and settle on my cut."
