Residency only applies to you, not your family. The city can not legislate what a marriage is.
“Hypothetical” scenario - Family has several children attend local catholic school. Other child is developmentally disabled, and local schools cannot meet their demands. Yet local suburb can. Wife and husband “separate” but still are legally married. Wife (not a City employee) lives with her parents, to establish residency in suburban school district. Visits Chicago home for other children. IAD is notified and investigates. Quickly squashed. Suburban school district investigates, same result. There’s nothing that can be done. Families don’t have to reside in the city.
